what does brand do? cause while im going to enchant something there is a box i can check that says brand but to brand it it costs more money. does it like shorten the time you have to wait?

All it does is to have your name appear on the sword. It's like creating a signature on the item. The "Made by <Someone>" mark

It's a form of advertisement and possibly prestige if you are good. (Like having Coco Chanel sign on your Chanel items)
