No, but it reduces the time you have to wait for a new quest after you fulfilled one. Every 0.5 points means 1 minute less waiting time.
Maximum is 10 reputation points = only 20 minutes waiting instead of 40. |

Reinterpretation lowers the time between quest. believe it's 2mins/1 rep(could be wrong on the amount it lowers)
rep goes up and down accordingly
