Yes, you do.
You usually ask anyone that wants an artifact repaired to send it to you with the transfer condition "Repairing allowed" and an appropriate amount of time
span specified.
Then when you have finished repairing the item, you can return the item by clicking <Return> on the artifact on the inventory screen.
