Never.
Artifact shop had some stock when the game was released, but stocks were never replenished when the item could be purchased from a factory on the map.
Only high-end artifacts (unavailable at factories) are replenished by Administration from time to time, but few of them ever get close to zero.
Finally, stocks for Cape of Flame - no great artifact by any stretch of the imagination - were never replenished, for unknown reasons. Hence the artifact reached collector status. |
