15% magic shield gives you 15% resistance against any kind of magic (stonespikes, magic arrow, fireball and so on).
the air/fire magic resistance only grants you resistance for the responding type of magic

Whats better for you depends on what you are doing :>.
For ambushes the 25% air magic shield is quite good because magic arrow and lightning are the spells most casted by caravans and players (at least mid game).
In a group battle 15% magic shield is the better choice to give you a fine array of resistances against fireball, stonespike, poisons, lightning and so on. |
