This is the 2nd fight I've been in with him, and both times he has gotten 4 or 5 lucky hits.
I've gotten 1 lucky hit at 0 luck in over 100 fights, he has like 10 in 2 battles?

| I check all heroes before starting battle, and he did not have it when I checked that way, could he add before battle started? |

No, you cannot change your gear as soon as you join a challenge.
1 luck = ~10% chance of getting luck |

Actually, this would be impossible since a lucky hit would require luck. with a luck of 0, you have 0% chance of getting lucky hits |
