almost 1-2 month ago, I have try register clan, non active till now, today I have try again (again without result).
I lost 2x 10.000.
1. How resign from clan one registration ( and get back 10.000)?

Look, if the admin does not approve the clan registration, they have a reason. Just because nothing happens doesn't mean they are not working, maybe they are not happy with the registration and not approving it.
Be patient and wait, or spend another 10k if you want to try again with something different. But it should be different since your original application is not being approved. |

Since last clan, #397, has been founded in April...

...I guess your friend's clan application may have been rejected. Perhaps it's worth a look at clan status in the clan registry office? |
Quite a few clans were registered today. If your is not among them it probably didn't pass the check.
Remeber, clan has to have a fantasy name to be registered. |
