You can't.
Admins can ban your account if you wish. Since you are still under level 3, you can post your request for ban here. |

Don't confuse ban and block.
Ban = can't post on forum and/or chat
Block = can't log in. |

you need to create it in the Complaints and Applications section.
Just ask for the account you want blocked, with the account you want blocked, and you will be when an admin gets around to it.
Or you can write the secretary, I have seen people successfully do it on the CaA forum though.
