I have completed 22 quests and got only 2 elements. Thats about 9.09%. Is it rotten luck for me or is the chance actually this low?

AHhhh, your luck is about twice as rotten... It should be around 20%..
But I think the system as a feature that increases the chance every time you dont get a element and decreases again every time you get. I'm not sure, just heard it somewhere |
