Maybe a coal mine newly open at the Ridge of Hope? They have coal, remember? Maybe they dug a mine avoiding the dragons?
At the Misty Coast, a crystal cavern could be A LITTLE suitable.
But then we need some facilities that require coal...
Maybe add a requirement of coal for ALL SMITHING facilities? |
