Introduce variants in the card game, like no blue + tower cars over +5, or no blue at all. Blue wins well over 90% of the time. This fact eliminates strategy and just reduces the game to sheer luck.
Again, the card game could be great with a bit of tweaking, but right now it is nothing but luck. |

There are variants differing in the starting conditions. I agree that the Great Capital variant is not strategically demanding, but it's the fastest way to get guild points, but other variants (for example Yellow Lake, if I remember correctly) leave you more time to develop the game. |
Luck is a factor, but were it the only factor, there wouldn't be extravagant win loss ratios.
Like in Poker, you can be the best player in the game. Luck plays a big part in the hand you draw, though. You're not meant to win every single hand. |

Another idea, shamelessly stolen from other games. Have a card shop we you can buy cards and custom build decks. Of course the cards available would have to be greatly expanded. |
