How legal transfer art as present (under 30%)?

3.15. Large transfers for the reason of leaving the game etc. are forbidden. Presents must not exceed 30% of the general property of the character per month. General property is considered: gold + seven primary resources (wood, ore, mercury, sulfur, crystals, gems, leather) only. Rare trophies, Thief invitations, etc. transferred as gifts are valued at market price.
Good thing I just re-read that. I always thought that general property included the value of artifacts. I guess not?
I create problem: How proof player all arts value?

In example: TGI as gift (market price 500-600k).
Eaven player wear full thief arts set (most expensive) he show to others players only 9 arts ( rounding up 9x50k = 450k), less then present value - Gift forbiden.

Lets continue: He don't have gold and resources, but he may have also full battle atrs set, and great hunter set, and 17 others expensive arts. Reasuming all his arts worth i.e. 1kk. - gift still too expansive.
But he can't proof value all his arts.
But he may have secondary TGI, so now TGI as gift is possible.
But how this player may/must show to others that TGI is below 30% his property ?
TGI RENTING comes under leasing and not gifting just a remindier and as aplayer cant show prof of all his arts arts r not counted in total property

p.s it means it has 2 be returned in 4 weeks or fine but the creditor has to make an appeal for fine

so it is a mutual contract
It was only example, Someone may give TGI to other player (not rent).

Other situation:
Gift -thief dagger ( ~40k market price) sender don't have gold and resources.
He often hunt (wearing half or full master hunter set ~20k). Rest players may only see this arts (actualy weared). But He have hull thief set (~450k), he can't show two sets to other players at this same time.
5: i guess admin can check through their inventory first before he decide to block/not
@aRU

I must agree with you, but this may make tons of rumors and unnecesery posts at Complaints and applications forum.

It show only that game rule 3.15 is weak and not presisious.
My proposition:

Server can count minimal AP before battle. Why not count value player art?
All arts (broken, too) you may sell "to server", all have price (~60% new one).
Maybe server should have count seling price for all owned arts.
Only there is problem with selling price for hunter and thief arts .
