Why does my elven bowman consisting of 10.4 initiative comes after the magi's turn when they only have 10 initiative?
There is a random 0-10% deviation of initiative in the start, because that way you the combat doesn't always slide in favor of the ones with .1 initiative higher...

But later on, the faster units (your bowmen) will eventually overtake the magi, meaning they will go first, after a fer rounds.
No,that's not it. He had .4 advantage, and two mage groups out of five went before his five stacks of bowmen- that's not even a 1% shot. Either he has the world's worst luck, or something else is going on.

I have noticed that the hunteds seem to go a little bit faster than you'd expect. I think there's a small (probably .1 per tier) initiative advantage given to hunted targets to help balance out their lack of a hero.

Initiative bar

All actions on the battlefield happen in turns, it concerns each and every unit on the field. The order of turns depends on the Initiative parameter of a unit. Thus, creatures with higher initiative can even appear twice on the initiative bar. The pre-combat positioning of units on the bar happens with a random deviation of 0% to 10%. Later, in course of combat, the order of turns changes, troops with higher initiative outstrip those with lower ones. The easiest example is when a stack that is about to get its turn, perishes, freeing its place in the turn order. Some spells can influence the order by changing the stack's initiative or altering their position on the scale directly.

Right, but the odds of all five elves not having at least a 10.6, and two magi outstripping it...seriously, .4 is a huge advantage.

Go through your own hunts, I think you'll find the same thing. Not everything is in the help text. It wouldn't be shocking if hunt targets had a slight initiative edge, and it doesn't violate any rules anywhere.
At the start of battle the creature that goes first is the one with highest initiative. BUT there is a 10% randomness to this.

This is just an example with easy numbers.

Elven Bowmen with 10.6 INI would go first.

BUT

You have Magi with 10 INI just before them.

If at the beginning of combat the magi get 10% randomness then there 10 INI becomes 11 making them go first. But as combat continues the elven bowmen will eventually catch up and go before the magi.
