What is the point of reputation in Mercenaries guild?

The higher the reputation the quicker you can do quests. When your reputation is at 10 and you win a merc you only have to wait 20 minutes for next quest. Where as if your reputation is at 0 and you win or fail you have to wait 40 minutes.
