Every factions have different bonuses when reach higher faction skill level?

the racial skill table write level 1 will get +1 to defense and reach level 2 will +1 to attack. I am level 2 now, but why I am +2 to attack?

Racial bonuses are different (eg. more skellies for necro, greater magic resist for babrsb) but troop bonuses are the same.
