1. It allows you to deal some extra damage(double maybe? Im not an elf) to selected player unit(one per faction, and none for elf faction) and all hunt enemies.
ex. you chose rogues as favoured enemy, so you can deal double damage by chance(affected by your faction lvl), but no to minotaurs.
2. Yeah... U can build it at lvl 3 or more |

Its really good.
Example: 10 elven bowmen+favoured enemy+luck=280damagex2 at best. |
| I suggest getting it, although it doesn't work every time, it can get you out of some tougher battles with less damage. |
| Its 5*(faction lvl)% and it does double like luck. Sometimes it occurs with luck and becomes 4x the damage which is awesome! Plus, when I bless the unit, it seems to have a higher percentage on getting the critical hits, but I bet that's just coincidence. |
