what factors determine the skill point earned while repairing an artifact?

is it the cost of the art or the cost of repair?

You could say it's both, since cost of repair is 40% of cost of artifact, but just to be on the safe side (since prices in the shop and at the facilities are different) let's say it's the cost of repair
