As a level 3, you need at least 3AP worth of Artifacts to join the tournament.
That's what the "Equipment Disparity" means - your equipment doesn't match the minimum requirements.
Simply go to your inventory and add artifacts 'til your AP "stat" reaches three or more (it's just under initiative).
