Mana wont work and tavern games wont let me put up stakes?
so far the help pages led me to think that I should be able
to use/do these two functions. Ive only had 2 players say
that I have to re-arrange my set-up and choose a different
attack group. (I:E: Knight). I think it is a bug since
yesterdays odd issue where my experience did not move and
at times it stops. if someone could look into these issues
it would be great!

1st of all you get magic at lv 5 and to place a bet u need a higher gamling lv |

havn't seen where it says that, the only factions at ur level that have magic r wiz and DE |
oh i see it now, that means u need the 3rd level magic guild not combat ot racial skill |
Given that you're playing a Knight, you'll need to build the "Magic Guild level 1", a building available at Combat level 5. That will allow you to cast 4 spells fomr Holy and Darkness Magic (2 of each), provided you have some points in Knowledge (which you already seem to have). "Magic Guild Level 3" is only purchaseable at Combat Level 10.

Tavern Games alows you to place stakes only when you've reached Gambler's Guild Level 1.
After receiving the first level in the guild, as well as 3rd combat level, the players gain a possibility to bet on their victories. The amount of victories necessary for passing to a new level and the maximal stake amount for your current level can be learned from the experience table.
Also, you cannot join games whose stakes are higher than what you're allow to stake at the time.
