The one in the middle for DE causes your spells to do double the damage for 200% of the mana cost. It depends on what kind of build you have for your DE but luck is one of the best.

To get more talent points you need to level up. You start getting them at level 5 and every level after that you get another 5. For a necro anything with magic is good since you have alot of mana for raising the dead. |
Can someone tell me how much magic school talent improve its efficiency?
