Cautious analysis, that's right. What I found odd is that some players were fined and then admins gave them some gold back.

There is something fishy about it if you simply glance at their logs. I suppose they could reason that an appeals committee got involved at a later point and overturned the original penalty or some part of it. I lack the relative interest to investigate specifics on what the admins decided. Correct me if I am wrong but it appears to me that the penalty was given, which in fact made it conspicuous to everyone here that there was indeed a punishable exploit. It wasn't the other way around that someone reported these players first which brought the resultant penalty. If we are questioning admins' unwillingness to punish the big players, then, wouldn't it be more likely for them to simply fix the bug and move on without openly penalizing the players so we would be none the wiser? I think that would save them from so much scrutiny on this matter.

The admins couldn't risk doing that. By fixing the bug and announcing the updated quests, players will find out this changed was inspired by the Ukrainians. Yes, these cheaters are huge donors, but they are not the only donors. So one way or another, admins have to do something for show.

In fact, this was exactly what happened from what I can see. News were merely announced as an "Update for MG Quests". And when players noticed it was thanks to the cheaters, admins can at least said they have done their part in penalizing the cheaters.

Are you sure they merely want to show an intention to punish? I wouldn't announce the update in the first place. There is precedent here of AI and or other game features being changed without announcement. Also, due to nature of this game, I think if I couldn't play it for 1 month when I wanted, then nothing would motivate me to come back at the end of the sentence... meaning I would stop playing the game for much longer than that. I'm not necessarily saying that I would stop permanently but somehow this game is a bit different than other games. We are here because we have the habit of playing, this game lacks a compelling "thrill" factor per se.

I just feel that 1-month of jail is pretty risky if the intention is to "show" because it is easily enough time to break the habit. Maybe I am in the minority for perceiving it that way? :)
Not gonna speculate on the admins' intention. I'm just saying the rewards obtained by these cheaters are so big that the admins can't risk letting this slip due to the possibility of it coming to light in a later date. And therefore, their willingness to punish doesn't really matter here because they don't actually have a choice, unless they want to publicly admit they are corrupt and also potentially losing huge donors from other top clans that are directly competing with Ukraine.
Like vv said there was no knowledge of this bug really before they were jailed, so I struggle to see how it would come to light. After all, mg monsters were updated to have magic shield in the past, does that mean someone exploited the same bug previously? ;)

I think intent is also an important piece: DO they want to stop cheating at any cost, and punish "deserving" players for the purpose of maintaining the integrity of the game even at the potential expense of their financial self-interests OR, do they want to let it slide undercover, barely intervening just enough or in such manner that allows them to maintain the profitable status quo of donations, in essence using the path of least resistance? I believe the reality is neither idealistic nor totally corrupt. But I guess what Maxim truly thinks, we will never know.

I think if the admins didn't actively say something more and more people would've exploited the bug, people tell their friends and such.

I mean they made it very obvious in their combat logs, and these battles are visible to the public so... Also, it's not one person doing it, it's the same group of cheats farming the quests together so imo the probability of this coming to light is higher than their "chance discovery".

By the looks of it, whomever holds the top spot attracts alot of enemies and taken out by some war. Same thing happened to AK couple of years ago.
