| AFAIK you get an estate if you collect 100 of them for the same location. |
You will need 100% of one estate licences in a certain location to get the estate. The prices range between 3.5kk - 7kk.
Note: after you have the 100% estate you need another 1.5kk - 2.2kk to fully upgrade.
Its an expensive cost which gives you little in return (not even the ones in east river). Only benefit is the 60% healing and 60 extra storage spots you can get. And ofc to flex it to players.
