search for such factories and when they are buying and reach there on time to sell |

You will need to search for facilities that are in need of steel.
For example :

1. You need to make sure that there is enough gold available in the facility for them to purchase from you.
2. For example - the steel capacity for a facility is 100/100, the moment it goes to 99/100, you can sell 1 steel to that facility.(provided it has enough gold).
3. Most chances are to find a facility with enough gold - that way you will find more people who employ there - More employed players = more usage of steel = more you can sell.

If you see a facility, that needs steel, but doesn't have gold, you can buy an artifact, sell some steel and/or enroll and sell the artifact on market. Or you wait for events, when everyone buys artifacts, it's easy to sell resources then.
There's a reason that wages are pretty high at machining facilities. |

Why to waste so much gold?
You get an enroll spot for it plus the chance to sell some steel and make money. Plus you might sell the artifact with some profit.
You can argue that's much effort and maybe a waste of energy and time, but it's not a waste of gold.. |

You can also enter it by clicking on statistics on the overview of facilities. It only updates every 10 minutes, so it might be outdated.
It's easiest to sell steel at night (servertime), since then there are less people online. You can use Menetekels idea, if you see that a place needs steel, but there is no gold, buy the art, sell the steel and sell the art on the market. To make it more profitable you can wait to buy the art until you have to enroll, so you can enroll in a production facility at high wage.

| Do you only try it at East River? Definetly the wrong place. One of the most crowdest places in Empire with low steel demand. Try The Wilderness for example. |

| I think if you don't want to waste time, is just when you happen to enrol/buy arts from production facilities, see if they need steel and sell them. Think of them more as a long term investment if you don't need the gold immediately |
