Okay, here's how I thought the system worked.
Let us consider the Dragon's Eye available at https://www.lordswm.com/object-info.php?id=384
It says "Hours required" are 105 and its "Output" is 4.3.
So let us assume that there is 0.86 of the Dragon's Ring "In Stock", so according to my calculations, it should take (1-0.86)*105/4.3 hours for the facility to produce the rest of the dragon ring. It seems like an absurdly high number and on inspection, the facility was producing the ring at a much faster rate which obviously means that I've misunderstood this concept. Could someone please explain how this works with an example?

You are correct, however, it's not exactly regular hours. That "hours" refers to the hours worked in a work shift. The hours worked each work shift depends on the laborer's guild of the players who enrolled in the facility. Basically, the higher your laborer's guild is, the more "hours" you work because you are more productive, and you get more gold.
You can find the number of hours worked for a particular work shift here:https://www.lordswm.com/objectworkers.php?id=384 Scroll all the way to the right. For example, at 2015-07-12 21:30 the number of hours worked was 100. Therefore, in that work shift, the facility built a little less than 4.3 dragon's eye (because the hours required is 105)
