so each place specializes in few type of quests right.

is it 100% on that

or is it just that those places fine higher ratio chances on those types of mercenary quest?

Yes the chance increases to get certain quest types in each MG

Specializations:

East River and Fishing Village - Monsters, Vanguards, Armies.
Peaceful Camp - Invaders, Raids, Armies.
Fairy Trees - Brigands, Vanguards, Conspirators.
