can i always knock a creature with ini 8 without they get any turn?
i dont understand with
"knock 0.6 ATB and move 30% faster" o.O

If i am not wrong with my calculations U should be able to infinite knock(till end of your mana) creature up to 9,4 initiative. |

no you won't knock them indefinitely. Every creature get back to 0 on the atb scale once they moved, while the unit you are knocking only looses 60% of its accumulated initiative. This means it has 40 left.
At some point, that creature's initiative leftover will become bigger than the one of all creatures that just moved and your caster, and at that point, it will move. |

Nearly true. But it will be able to move lesser than few times. I learned it the hard way against an unholy necro wasping my 50 ogres so they never actually moved more than 4-5 times while also being attacked by small units... its a killer in such cases. |

As long as this equation remains true the enemy unit won't progress on ATB scale. |
