Is there any class who can use magic arrow from level 1?

However, because of their extensive research in the magical arts and sciences, anyone of the wizard faction may cast Magic Punch from their arrival at the city gates (level 1).
And because of their affinity for disorder and the darkness found underground, are able to cast Earthen Spikes from level 1. |
