Is roulette set in a format that the numbers are fixed and had been generated
Or is it completely random and done by a random number generator?

Its completely random. Earlier, we even used to be able to download WinRar archives where the sequence of numbers were pre-saved, and the password to open those archives were given out at the end of the month to prove that it is not manipulated.

A long number sequence has been created using a random number generator. That sequence predetermines the roll results in roulette games.
