Can u tell me if there are any rules which do not allow people open topics on Tournaments for levels which they are not?
For example, level 8 open topics for all levels in this ST.
If this rules exist, plz give me the link.

No. there is no rule about creating ST topic for a level which is not yours. It can be considered as a help a person does to the players of that level.
