Yes | 3.33. The Administration considers it impossible to reach Thief Guild level 5 from the very beginning in a period of one month. Therefore, leasing Thief Guild invitations becomes forbidden since December, 01, 2009. Players caught in both dealing and acquiring TGis at any cost significantly different from the market prices will be fined severely.
