meaning in relation to the one who gives a loan or who borrows?

I can borrow no more than 20 000 * 4 = 100 000
or I can give no more than 100 000? |

You can give as much as you like as loans to others.
The maximum anyone can owe (i.e. can receive as loans) is 20,000 * [Combat level] from all sources. |

If you are CL 4 and have already borrowed 80,000 (4 x 20,000) you cannot get another loan to repay a previous one as this additional loan will put you over the 80k allowed (even if just for a very short period). |

The rules refer to your character. According to the rules, you can't owe gold to others by that limit. You don't owe gold to anyone, so you are legal by this rule. The problem is if the one who owes you is legal, if he is I'm sorry for your gold in stake. |
