| The mines just filled up. I didn't know that was possible. Why not fill up the artifacts too? | Because as you can see on Empire's profile she has over a million wood and a few hundred thousand ore. She can happily put those into the facilities at time of shortage.
With the exception of the Galoshes of Battle - Which the administration may not have realised had run out, every other artifact is in supply, therefore there is no need to prop up the artifact facilties/shop (Except for the Galoshes, which as I said they may not have realised they had run out of stock). | | Well, she could have put those resources to work BEFORE the changes were made.
