No. If you are leaving then just dont log on anymore.
It is not a nice leaving gift to send someone (and you still need to send to someone as clan's cannot accept transfers) a gift they will receive a fine for. |

Of course he could keep the loan payment back. Rest gifts are forbidden from the momment you decide to leave the game. If you were still playing and you can prove it (eg you did some battles after the gift sent, or anything similar) he can keep that shard too. |
