There is no need for you to bump the thread. Your question will be answered, just have patience.
I am not sure you are allowed to create another character. Technically, you still have 3 characters - 1 main and 2 multiple accounts. It's just that one of your multis got blocked for breaking the rules.
Because multiple accounts are there for testing out factions and it has been blocked for breaking the rules - Consider it a wasted opportunity. You should have used the account for its intended purpose, the testing of factions in the first place.

creating MORE that three characters (main + two extra that follow special rules) is NOT allowed.
The exception to this rule is if all of your accounts were blocked, (not by own will) - You would be allowed to create a new account to play the game with. |
Just like Dizbe said, you can't replace a blocked account with a new one, unless all your accounts are blocked.

Well, multies are not treated the same way, violations done with multies often lead to ban (permanent ones). |
the reason it get blocked is leasing art..why shouldnt it get fines as warning?its not that bad..

| Because the whole point of an additional account is not so that you can provide business to some player by renting their artifacts, but to remain as independent as possible - Which is why there are so many restrictions on them. Therefore, the punishment is likely to be high, whether you think you the account deserved a block or a penalty is irrelavent. |
