The chance of trigerih hellfire on event is much more 30% why?

Now on ru it become30+(2*FSP) lvl it means on my lvl 48%
if it is bug fixed it,or write a corect abuility description.

The chance for hellfire to trigger is now 30%+(2%*Demon faction level). It was updated this day.
