Actually it is neither a bug nor a lag .
e.g. suppose the first person enrolls in the facility at 15:13 then in the facility it is written that work shift ends at 16:10 but it will end at 16:20 and not even 16:15. This how it works. |

you are supposed to be able to enroll every hour, not every 1 hour and 3 minutes. after 1 full hour of enrolment, why being forced to wait 3 minutes to enroll again? |

This is common, when workshift changes, you have to wait longer than and hour.
It is not considered a bug.

hmm... ok. i'm not completely convinced, but... it's not a big deal, i guess we can all live with it.
