I propose that they increase the cap for mercenary guild reputation to 15 or 20. Rather than decreasing the time between quests this extra 5-10 rep would simply be in case of failure or denial of a quest to keep one's rep above or at ten. It feels a bit like succeeding when at reputation 10 multiple times one should be given less of a penalty when they do lose or decline a quest. |

Yes, very reasonable for a cap of say, 15. (20 means no time neeeded, which is totally unreasonable) |
