You get a "hunter battle with 2 people" when someone Asks for Assistance in their Hunter fight. This is a feature unlocked when you reach Hunter's Guild Rank 2.
When you reach Hunter's Guild Rank 2, you will see an option when you get your regular hunt to "Ask for Assistance". This creates a group battle that anyone of your level, in your location and has at least Hunter's Guild Rank 1 can join and assist.
