Your unique racial ability. Each time you level up your faction skill level you get a bonus to troops attack, defense or initiative and a boost to your racial ability.

for dark elves it is piercing magic and as you mentioned necromancers can recruit more skellies.

Also, when fighting places of a certain faction you get to reduce their damage by 3% per faction skill point.
So if you get a faction skill of 3 for DE, then when you fight dark elves the damage they deal will be reduced by 9%. |
for dark elf the racial ablity is Piercing magic.
piercing through magic resistances and immunity: 5%+7%*[Dark elf skill level]. |
