I try to hunt on brutals only, but after 3, I passed like 10 away, but they just won't pop up.... Do I have to kill another first, or is it just bad luck?

It's only bad luck. Pass more, you might eventually get them again.

Its random, you could pass 20 and still not get what you want or you could only pass 1 and get what you want. Its just that random.
