Why upgraded creature tier 4 had only 1800 hp while not upgraded creature tier 2 had 1980 hp?!
Is this a bug or what?

Most of the monsters between tier 1 and 5 are equally difficult (except for some which have very good abilities, eg. apparition monster's drain mana).
Once you reach tier 7, only then does health increase a lot, eg. great leviathans and behemoths. |

check your facts.
the monster is level 1, not 4.
p.s. you probably should not attempt monsters with a level 5 character. |
