For repairing your items, you should have these following :
• Be Level 6
• Build "Blacksmith" in your castle
• If you want to repair in level 3, send to smiths.

Next time, if you want to ask some question, make a topic and ask. | You can repair an item in the Blacksmith building in your Castle. You can only build this when you reach Level 6.
Repairs can only restore 10% to 90% of the durability, based on the skill level of the person repairing it, and also reduces the maximum durability of an item.

Till then, as long as the item can be bought, it is very advisable to sell (click sell on the inventory page) and re-buy the item from the shop or the factory.
If the artifact cannot be easily replaced, there are tons of repair smiths ready to do your business here for a price:
