Hi,
1) Go here:

I quote "Private mail is available to characters of combat level 3 or higher."
But also players from level 1 and 2 can send messages to each other
and
2) If you have 5 new (unread) messages in your inbox, then the icon of a new mail appears. But if you only read 1 of those 5, then go back to the map or forum (so there are still another 4 unread messages) then the icon of new mail disappeared. | | Number 2 isn't a bug =) The icon is a notifier that you have new mail you have no knowledge of yet. Once you follow it an notice how many new messages you got, the icon disappears. The "Unread" labels on each of those messages still remains in your inbox.
