Repair cost is always the same, no matter who repairs the artifact. The amount of gold charged by smith is entirely up to smith to decide (usually dictated by 'repair market')
ANd by 'repair market' I mean the collective number of smiths of certain level offering their services to public. |
i think it is repair efficiency - 10% = price
So if you can repair for 80% and ask 70% of the price, its cheaper then buying a new one
