in east bay there's a staff workshop, if i spend there the requested times, having the requested items, can i create a staff instead of buying it?
and, if so, where can i find magic powder???????

(there's to say that - considering the cost of magic powder, maybe it's better to buy the artifact... :P) | | you can work on a facility, it will produce artifact, then you will be able to buy it | so if the faility already sell the artifact i can simply buy and no need to spend time there...
