Frontier Bears get something translated as "endless rebuff" by google translate, at Lvl 11, if thats what you mean.
I dont know if that means "Unlimited Retal".
Of course, no one (From ".Ru") bothered to translate, or ask for translation in case he didnt know English. |

I'd imagine event doesnt let you level up guilds anyway, you'd have to do a normal guild battle to level up |
