| Noldor is one of the beta-testers of the game. this guy literally doesn't sleep when there is an event. i wouldn't try to compare his statistics to someone else's who started playing later because they have played the same game under different rules. |

says:
1) Laborers' guild mechanics reconsidered. Any Lord who has worked 10 workshifts in a row at Empire's facilities since his or her last victorious combat, shall suffer an efficiency drop of 20% at each further enrolment, down to 10% of the usual efficiency. One victorious combat of any type restores it back to full 100%.
So it stresses out that the workaholic penalty applies only to facilities owned by the Empire.
I expect the same stands on .ru, and since on .ru the war clans are in a more advanced state,
i) are there facilities on .ru which are not owned by the Empire but by war clans?
ii) does the workaholic penalty applies to people working at those facilities as well?

there are two locations, shiny spring and sunny city, where the facilities are not owned by Empire but by a character from the storyline (one with 1000 titans)

But even if you enroll there, workaholic still applies. I think it was written before other people than Empire could own a facility |

take Empire's facilities as facilities on the map and everything's fine :}
