I can offer a reason why Wolf Dale is the answer. That question only became outdated 2 months ago!
Facility 324 in Wolf Dale used to be a sawmill facility. When the new rings were released in October, they changed the profile of some of the facilities.
The sawmill facility turned into a Ring of Fiery Gaze facility. So it lost the mining facility when it was turned into a Production facility.
