I think the Councilor may be the precursor to a Necromancer troop familiarisation event just like the Demon one, but hopefully wihout a similar horde of enemy troops assaulting the realm.
Just as the Demons have a bad rep, so do Necromancers. Some people have this kind of ewww factor when dealing with them. I think it is short sighted speciesism. In the future, there may come a time when the mines run out of ore, the woods are all cut down, and resources are scarce.
Necromancers have started recycling before it becomes popular. For every zombie that a Necro raises, for every apparition floating in to combat weapon-less, it saves precious steel for those metal hungry knights with their Cavalry and their Guardians.
Don't think of necromancers as heartless sorcerers using dark arts to torment the souls and desecrate the physical forms of fallen soldiers. Think of them as a kind of greeny, recycling, save the whale group. A bit of familiarisation with their troops will do just that.

Well actualy what it is in HoMMV if I remember right its all versus demons, but I definetely wont complain about any event that we do get. |

I assure you when I was in clan #325 I never had that many troops either. Then again all I had was a quill and parchment as Chronicler instead of a nifty title like 'Councilor'. |
