The whole 'you can vote' thing was added because in previous version mods (people on the list) were _not_ allowed to vote.

Yes =))))))))) Why not? You need to observe the logical chain here.
"You can vote if you are on the list."
Meaning, those who are in "on the list" group, are allowed to o certain activity. It does not mention anything about
-People in a different group, nothing at all;
-What people in that group cannot do (but there is an extra comment about this, so there's at least one detail);
-What else people in that group can do. |
